Construction Program of Qianhai International High-end Think Tank Cluster

【Background】
Qianhai is the place where the reform and opening up begin again, and the special zone in Shenzhen. It will play an extremely important role in the opening up of China under the new era. Supported by state policy, there is no doubt that Qianhai's development is of vital importance. While pursuing the development of the region, Qianhai should put itself under the national context, "a double zone" development goal, and make a greater contribution to the third opening of China in the new era and the goal of achieving common prosperity. The construction of Qianhai International High-end Think Tank Cluster is a specific initiative, which can both promote Qianhai's own development and contribute to national strategy.

The Decision of the CPC Central Committee on Several Major Issues of Comprehensively Deepening Reform, adopted at the Third Plenary Session of the 18th CPC Central Committee, proposed the task of "promoting the construction of a new think tank with Chinese characteristics". The Opinions on Strengthening the Construction of New Type of Think Tanks with Chinese Characteristics issued by the General Office of the CPC Central Committee and the General Office of the State Council in January 2015 identified the direction for the construction of new-type think tanks with Chinese characteristics. Under this context, Qianhai has actively responded to the call and proposed the construction of an international high-end think tank cluster, which will further strive to explore new ways to develop the new type of think tank with Chinese characteristics.

【Core Goal】
The Institute undertakes this project to explain specific significance of developing a new type of think tank with Chinese characteristics in Qianhai, also its importance for Qianhai itself, the Greater Bay Area, and China. The research will be comprehensively constructed with the outline of what, what and how to do as the pillars of the Qianhai high-end think tank cluster. Based on the survey and research, we will analyze the current situation of domestic think tanks, explore the main problems that restrict the development of think tanks, and explore the overall positioning, guiding ideology, and construction significance of the think tank cluster. Further， we will put forward relevant suggestions on the functional layout and construction timing of the think tank cluster.
